Local Content and Sourcing Manager

About the role

The Local Content and Sourcing Manager will lead compliance with Guinea’s Local Content Law and develop a competitive local supplier ecosystem for the Kouroussa Gold Mine. Reporting to the Country Manager, the role blends regulatory oversight, strategic sourcing, and stakeholder engagement across internal teams and government bodies.

Key responsibilities

• Develop and maintain the Local Content Plan in line with legal requirements and submit all mandatory reports on time.
• Monitor compliance with participation quotas, subcontracting thresholds, and act as the primary liaison with ARCCL and relevant ministries.
• Define and implement local sourcing strategies, qualify and onboard local suppliers, and maintain a robust supplier database.
• Manage supplier risks related to quality, delivery, and HSE compliance.
• Deliver internal awareness sessions on local content requirements and organize training programs for local suppliers.
• Collaborate with HR to support workforce localization and skill development.
• Produce monthly dashboards, quarterly compliance reports for senior management, and lead internal coordination meetings.

Required profile

• Master’s degree in Business, Law, Economics, or Public Administration.
• Minimum 5 years of experience in a similar role within mining, oil & gas, or infrastructure in Sub‑Saharan Africa.
• Strong knowledge of Guinea’s Local Content Law and regulatory framework.
• Experience in procurement, supply chain, or supplier development.
• Fluent French and professional English.
