Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, institutional partnerships, knowledge exchange and private‑sector engagement across the African space ecosystem.

Key responsibilities

• Develop and refine the programme’s monitoring, evaluation and learning framework, including indicators, baselines and data collection protocols.
• Lead the collection, consolidation and analysis of evidence to assess programme impact and inform strategic decisions.
• Produce regular monitoring reports, evaluation studies and learning briefs for donors and partners.
• Coordinate with multi‑partner teams to ensure data quality, timeliness and alignment with EU‑funded programme requirements.
• Provide technical guidance and capacity‑building to project staff and partners on MEL best practices.

Required profile

• Master’s degree in evaluation, statistics, data science, development economics, social sciences or a related field (or equivalent professional experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing and operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Experience with EU‑funded programmes and work in Africa is an asset.
• Excellent command of English; working knowledge of French and/or Portuguese considered an asset.
