National Consultant in Civil Engineering and Construction Supervision

About the role

The International Organization for Migration (IOM) is seeking a National Consultant to provide technical support for civil engineering design, quality control and construction monitoring of a joint border‑post facility in Kassapo, sub‑prefecture of Kamsar, Guinea. The consultant will work closely with IOM’s Governance of Immigration and Borders unit and the project team implementing the “Strengthening Border Management and Community Development in the Boké coastal region” project funded by the Kingdom of Spain.

Key responsibilities

• Lead the technical design and engineering studies for the new joint border‑post infrastructure.
• Supervise construction activities, ensuring compliance with design specifications, safety standards and quality requirements.
• Conduct regular site inspections, prepare progress reports and recommend corrective actions.
• Coordinate with Guinean authorities (Border Police, Customs, Maritime Gendarmerie, Navy) and IOM staff to ensure inter‑institutional collaboration.
• Support the preparation of tender documents, procurement evaluations and contract administration.

Required profile

• University degree in Civil Engineering or a related field.
• Proven experience in design, supervision and quality control of public infrastructure projects.
• Familiarity with border‑management or security‑related construction projects is an advantage.
• Fluency in French; knowledge of English is desirable.
