Senior Border Management / Joint Border Post Expert

About the role

NTU International is looking for a senior expert to lead the development and operationalisation of Joint Border Posts (JBPs) within the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on modernising border management systems, enhancing trade facilitation, and supporting regional transport connectivity across West Africa.

Key responsibilities

• Support the design, modernisation and rollout of Joint Border Posts and associated border management frameworks.
• Provide technical assistance on customs coordination, trade facilitation mechanisms and harmonisation of border procedures.
• Advise on One‑Stop Border Post (OSBP) models, border automation and regional interoperability initiatives.
• Deploy digital border management tools, data‑sharing platforms and support their integration.
• Facilitate coordination among customs authorities, border agencies, transport institutions and other regional stakeholders.
• Prepare operational procedures, technical guidelines, border assessments and institutional analyses.
• Deliver workshops, technical training and capacity‑building activities on border management and trade facilitation.
• Contribute to monitoring, reporting and analytical outputs related to corridor efficiency and border operations.

Required profile

• Master’s degree in transport, customs administration, logistics, international trade, public administration or a related field.
• Minimum 10 years of professional experience in border management, customs coordination, trade facilitation or transport logistics.
• At least 7 years of experience specifically with border management systems, Joint Border Posts, One‑Stop Border Posts or customs coordination.
• Proven experience working on transport, trade facilitation or regional integration projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience with international development cooperation and donor‑funded programmes.
