Head of Programmes – Migration Management

About the role

The Head of Programmes will lead IOM’s migration‑related portfolio in Guinea, overseeing strategic planning, implementation and coordination across multiple sectors such as labour migration, border governance, crisis response and health. Reporting to the Chief of Mission, the role requires high autonomy and close collaboration with government, UN agencies, donors and civil society.

Key responsibilities

• Develop and implement country strategies ensuring cohesive programme interventions on migration, youth employment, immigration governance, public health, climate change and peacebuilding.
• Lead the UN Network on Migration for Guinea, fostering partnership among UN agencies, national authorities and civil society to advance the Global Compact for Migration.
• Supervise multidisciplinary programme staff, promote capacity‑building and ensure robust monitoring, evaluation, accountability and learning systems.
• Mobilise resources and manage donor relationships with agencies such as USAID, EU, KOICA and Swiss Development Cooperation.
• Oversee budgetary, financial and administrative functions in line with donor requirements and IOM standards.

Required profile

• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or related field (or equivalent university degree with nine years experience).
• Minimum seven years of experience managing large, complex migration‑related programmes, including governance, peacebuilding or youth development.
• Proven ability to lead and supervise multidisciplinary teams in a West African context.
• Familiarity with donor regulations and experience in resource mobilisation.
