Head of Programmes (P)

About the role

The Head of Programmes is a senior management position within IOM’s Country Office in Guinea. The role ensures strategic and operational alignment of migration‑related programmes and leads a broad portfolio that includes migration management, youth employment, immigration governance, public health, climate change, crisis response, disaster risk reduction and peacebuilding.

Key responsibilities

• Provide strategic direction and oversee implementation of all migration‑related programmes in Guinea.
• Lead and supervise multidisciplinary teams, ensuring effective staff performance and evaluations.
• Coordinate closely with national governments, UN agencies, donors and local communities to align programmes with national priorities.
• Mobilise resources, engage donors and secure funding for programme activities.
• Lead the UN Network on Migration for Guinea, promoting the Global Compact for Safe, Orderly and Regular Migration.
• Design and deliver training and capacity‑building initiatives for partners and staff.

Required profile

• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or related field with at least seven years of relevant experience (or university degree with nine years).
• Proven experience managing large, complex programmes in migration management, governance, peacebuilding or related fields.
• Demonstrated ability to lead multidisciplinary teams and conduct staff evaluations.
• Familiarity with the West African context and migration issues.
• Strong resource mobilisation and donor engagement experience.
• Fluency in English and French (oral and written) required.

• Ability to interface with government officials on migration issues.
