Senior Performance-Based Maintenance Expert

About the role

NTU International is seeking a Senior Performance-Based Maintenance Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role focuses on designing, implementing and monitoring performance‑based road maintenance systems across the ECOWAS region.

Key responsibilities

• Design and implement performance‑based road maintenance systems and contracting approaches.
• Provide technical assistance on maintenance procurement, contract management and contractor performance monitoring.
• Develop performance indicators, service levels and monitoring frameworks.
• Prepare bidding documents, technical specifications and contract documentation for maintenance contracts.
• Advise on maintenance planning, budgeting and performance monitoring systems.
• Support transparent and efficient maintenance procurement procedures.
• Integrate climate‑resilient and sustainable maintenance approaches.
• Coordinate with ECOWAS institutions, national road agencies, contractors and development partners.
• Deliver workshops, training sessions and capacity‑building activities.
• Contribute to monitoring, reporting and evaluation of maintenance performance and contract implementation.

Required profile

• Master’s degree in civil engineering, transport infrastructure, construction management, procurement or a related field.
• Minimum 10 years of professional experience in road maintenance, transport infrastructure management or maintenance contract implementation.
• Proven experience on transport infrastructure projects in developing countries, preferably Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
• At least 7 years of experience with performance‑based road maintenance systems or maintenance contract management.
• Familiarity with output‑ and performance‑based road contracts, maintenance procurement and contractor supervision.
• Knowledge of FIDIC‑based maintenance contracts or similar international contracting frameworks is an advantage.
